Waverly Council discusses changes to accommodate fireworks show
Waverly Mayor Richard Dodson called the Feb. 9 regular meeting of the Waverly City Council to order.
Roll call: Morgan Bishop, Stephen Phillips, Richard Dodson, Ali Hostetter, Joe Frazier, Carol Bristow, Alex Smith, Lance Miller, Jeff Madison, Matthew Hyde.
Alex Smith with the Waverly Jaycees stated that they were to go ahead and charge DNR the $500 rental fee for the community building.
Lance Miller commented regarding the community building that there has not been a Facebook post about using the ice machine when the building is rented yet.
Morgan Bishop made a motion to approve the agenda. The motion was seconded by Joe Frazier, All in favor.
Approval of Jan. 12, 2026, meeting, minutes: Morgan Bishop made a motion to approve, the motion was second by Joe Frazier. All in favor.
Ali Hostetter made a motion to pay the bills. The motion was second by Morgan Bishop, All in favor.
Old Business
Change the Community Building fee ordinance 2680, Joe Frazier made a motion to change, Ali Hostetter second, All in favor.
Antenna space on water tower was tabled until next meeting.
Lance Miller spoke about fireworks. He stated his insurance will not insure him with the special permit agreement that the city has. He brought a permit that explains it better. He would also like the tree at the bottom before the tracks to be trimmed.
Ali Hostetter stated the city needs to make whatever adjustment needed to make the event happen. Stephen Phillips will talk to the city lawyer to review changes and clauses.
Lance would like a decision as soon as possible due to the time it takes to order fireworks and get the event together.
Stephen will call the mayor as soon as he talks with the lawyer. Motion to approve was made by Ali Hostetter, second by Morgan Bishop. All in favor.
Discussion regarding the Financial Statement for December was tabled until next meeting.
Richard Dodson, representing the Lions Club, spoke about the city helping pay for the concrete for pads at the marina for benches the Lions Club bought to replace the old ones. Decision was made to use Quick Crete for the pads paid for by the city. Motion was made to approve by Morgan Bishop, seconded by Ali Hostetter. All in favor.
Stephen Phillips talked about the flood plains. Passed a resolution. Motion made by Joe, seconded by Morgan, all in favor.
Handbook updates were tabled until next meeting Dwight Hilbrenner had asked about snow removal on Kevin Circle. Would like a small portion of Kevin Circle pushed off for parking. Will let Tammy know to plow it as it is a city street.
Stephen had a report of lights not working on Old Bridge Street. It was determined that they were not the city’s lights or Evergy lights. They are private dusk to dawn lights on private property.
There were two adjustments for the month of January.
Crystal is to go to training the month of March. Motion made by Morgan, seconded by Ali, all in favor.
Police Department Report
Stephen had the generators looked at.
