Higginsville Board of Aldermen
The Board of Alderman met on June 1st. The following is the City Administrator’s board meeting update. Full copies are available at City Hall.
There are no action items under Utilities and Administration Committee.
The first action item is under Transportation and Waste Management Committee. Bill No. 2026-22 Agreement for Services with Hadel IFES, LLC – Independent Fee Estimate (IFE), for an Airport Master Plan Update (MPU). Under this contract, HADEL IFE’s LLC will complete an Independent Fee Estimate (IFE) for the Construction Phase Services for Runway 16-34 Full Depth Reclamation and Replace Edge Lighting Project at Higginsville Industrial Municipal Airport. The complete analysis will be submitted to the City of Higginsville, Missouri and shall be of the details necessary to satisfy the FAA requirements for an IFE. The work shall be completed for the lump sum price of $2,950. Agreement has been approved by the City Attorney and is being submitted for Board approval.
Under Emergency Services Committee is Bill No. 202623 – Ambulance and NonMedical Transportation Service Agreement with Midwest Division – Lafayette Regional Health Center. This agreement with Lafayette Regional Health Center (LRHC) would allow LRHC to reimburse the City of Higginsville for any Ambulance Services listed in Exhibit C at rates listed in Exhibit D of the agreement. Agreement is for a three-year period and will assist the City of Higginsville in producing revenue from claims generated through LRHC that may not be paid by the patient or insurance company.
Due to consistent engine and unreliability issues with Ambulance 35, Director Kenney and I have put a ‘build order’ in with Pinnacle Emergency Vehicles for the order of another ambulance. This ‘build’ will take place in the October 2026 production slot with delivery mid to late 2027. This decision had to be made quickly to make sure that the ‘build’ would start this October and that the current price ($233,047) was honored. After doing a preliminary look at next year’s budget, I felt this was a necessary expense for the EMS Department and it will be included in the 2026-2027 budget planning. There are no action items under Economic Development Committee. Under Other Business is the request for Street Closure on 31st Street, between Cypress and Highway 13, by the Higginsville Chamber of Commerce, for Friday, July 3rd, Independence Day Celebration. For safety purposes, parking on 31st Street between Cypress and Highway 13 will be restricted for the day (July 3) and traffic will be blocked on that street from 5:00 p.m. until 11:00 p.m. or until after the fireworks show is over. This is always a well-attended celebration, and safety is a high priority for those putting on the show and for those in attendance.
The next Board of Aldermen meeting will be held Monday, June 15th at 6:00pm at the City Hall Auditorium.
