The Board of Aldermen met on June 15, 2026. The following is the City Administrator’s board meeting update. Full copies of complete report are available at City Hall.
There are no action items under Utilities.
There are no action items under Administration Committee. Author and Leadership Coach Doug Booker is currently conducting a monthly leadership class for the City Department Heads. These classes will be held over the next several months with the focus on improving our leadership skills. Although I feel we have a great team of leaders within the City of Higginsville staff, there is always room for improvement, and we look forward to Doug’s perspective.
The first action item is under Transportation and Waste Management Committee. Bill No. 2026-24Contract Agreement with Thorne and Son Asphalt. This agreement is for the 2026 Asphaltic Overlay portion of the 2026 Street Improvement Program. Bids were received and Thorne and Son Asphalt were awarded the project with a Asphalt unit price of $92.15/ton. The start date is yet to be determined.
The second action item is Bill No. 2026-25- Contract Agreement with Tom Rinne Concrete & Bobcat Service. Rinne Concrete was awarded the bid for the Concrete portion of the 2026 Street Improvement. His bid was $7.45 per square foot. Start date is yet to be determined.
Under Emergency Services Committee is the Recognition of Years of Service – Candy Wing (25 years). Candy began her employment with the City of Higginsville on June 4, 2001, as a dispatcher. In April 2014, Candy was promoted to Senior Dispatcher and served in that position until October 1, 2025. On October 1, 2025, the Lafayette County Emergency Services Board was established through the funding of the newly passed Lafayette County 911 Sales Tax. With the passage of this tax, the Lafayette County 911 Board agreed to contract out the City of Higginsville to operate the Countywide Dispatch Center. Candy Wing was then appointed to fill the position of Dispatch Director to handle the Central Dispatch operations. Candy has successfully taken on these new duties and is doing a great job. We are thankful for her 25 years of knowledge in Dispatch operations and thank her for her dedicated years of service to the City of Higginsville and its citizens. We also thank her for her service to all the Lafayette County Emergency Service Although there are no action items under Economic Development Committee, I would like to thank retiring Building Official Sandi Stephens for all her service to the community and wish her the best in her retirement. Monday, June 15, 2026, will be her last full- time day in the office; but she has graciously agreed to stay part-time for a short time to assist with the transitioning to newly hired Building Official Gary Goetz whose first full- time day in the office will be Monday, June 15, 2026. Gary is a long-time resident of the City of Higginsville and comes to us with years of knowledge in building projects. We are very happy to have Gary join our staff and look forward to working with him.
We have several items under Other Business, the first being the Annual Renewal of Liquor Licenses and Amusement Licenses. A list of those renewals is included in your packet. All paperwork has been received and approved by staff.
There is one Fireworks application that has been turned in this year. This application is from Aces Fastpitch Club from Overland Park Kansas (501(c)(3). Their stand location will be the Walmart Parking Lot. I would also ask that the Mayor and Board give me permission to approve any applications that may be received between now and July 3rd.
Also, under Other Business is the mayor’s appointments, A list of these appointments is included in your packet for your review. They include newly hired Building Official Gary Goetz being appointed to the Board of Public Safety and to the Historic Preservation Commission. Newly retired Building Official Sandi Stephens is being appointed to the Planning Commission.
The next board meeting will be held on July 6th at 6:00. Meetings are held in the City Hall at 1922 Main St, Higginsville, MO.
