Higginsville Aldermen Meeting

From: Jeanette Dobson, City Administrator Re: April 6, 2026, Board Meeting Update.
There are no action items under Utilities Committee.
The first item on the agenda is under Administration Committee – Bill No. 2026-13 – Authorization to Expend City Revenues for Fireworks. This is for an Ordinance to allow the City to expend funds in an amount up to $12,500 to purchase fireworks, with the agreement of the Higginsville Chamber of Commerce to reimburse the City those funds expended. A letter from the Chamber requesting this action is included in your packet. This is an increase from last year of $2,000.
The second item is Bill No. 2026-14 – Agreement with the Lion’s Club of Higginsville (Fireworks Display). This is for an ordinance which is an agreement with the Higginsville Lions Club to design and conduct fireworks display at some point between now and July 19, 2026. This leaves the date open in case the display can’t be held on July 3 as it is currently scheduled for. The details of the agreement are the same as in the last few years, with the only changes being the dates.
We have three Bills under Transportation and Waste Management Committee. All items were discussed at the Transportation Committee Meeting held on March 16, 2026.
1. Bill No. 2026-15 – Amending paragraphs D & G of Section 515-020. Curb & Gutter Rebates. Proposed Ordinance would increase the curb and gutter rebate from $12.00 per lineal foot to $18.00 per lineal foot 2. Bill No. 2026-16 – Amending paragraph D of Section 515-025. Rebates on sidewalks. Proposed Ordinance would increase the sidewalk rebate from $2.00 per square foot to $3.00 per square foot.
3. Bill No. 2026-17 – Amending paragraphs, A & B of Section 515-060. Opening of Street or Alley. The proposed changes to the Street Cut Permit Ordinance would change the authorized representative from the Street Superintendent to the Building Official. All charges will remain the same.
Under Emergency Services Committee is the recognition of Years of Service ( Miles Crow – 5 years).
Miles began employment with the City of Higginsville EMS Department on September 3, 2018, as a Part Time EMT. On March 22, 2021, Miles transitioned to the position of a Full-Time EMT. In August 2023, Miles graduated from Paramedic Training and was promoted to a Full-Time Paramedic position where he still serves today. He also serves as a volunteer firefighter for the Corder Dover Fire Protection District. Thanks to Miles for his service to the City of Higginsville and its’ citizens. Miles always has a readiness to help and goes above and beyond when it comes to EMS/Fire calls and assisting wherever needed. The city appreciates Miles and looks forward to his continued employment.
There are no action items under Economic Development Committee.
There will not be a need for a closed session.
