Higginsville Board of Aldermen Report

The Board of Aldermen met on July 6, 2026. The following is a compilation of the complete board report. Full copies are available at City Hall.
Under Administration Committee is Recognition of Years of Service – Sheri Tieman (25 Years). With a little begging from me, Sheri turned in her application with the City of Higginsville in June 2001. Fortunately for the City, she was offered the position of Accounts Payable Clerk and accepted the job. Sheri served in this position until November 2010 when she was promoted to Utility Billing Clerk/Deputy Clerk. After six years in this position, Sheri was promoted to Administrative Assistant and soon after in January 2019, City Clerk duties were added to her position of Administrative Assistant, and she still serves in that position today. In typical Sheri fashion, she wanted me to just say ‘She’s been here 25 years’ and let it go at that! But I want to tell you that Sheri is an employee that all employers are looking for and the City of Higginsville is extremely fortunate to have her here to represent the City of Higginsville! I recently did more begging to get her to stay; but Sheri has decided that retirement is in her plans for the fall of 2026. She will be greatly missed here, but we all wish her the best in her retirement plans!
Under Transportation and Waste Management Committee is Bill No. 2026-26 – Airport Lease Agreement with Daniel Harrop, A & P Integrity Inspection, LLC. This Lease agreement is for the lease of Hangar 2-2. Airframe and Powerplant is an aircraft inspection and maintenance company. It is good to see a business interested in operating out of the Higginsville Airport.
Included in your packet is an invitation to Higginsville Fire Protection District’s Open House at the new fire station located at 1641 Highway 13 Blvd., Higginsville, MO, for Saturday, July 18, 2026, between 1:00 p.m. to 4:00 p.m. I hope everyone can attend.
The City Lake is full. Treated 14,157,591 gallons of wastewater during the month of June.
The limb trimming for the upcoming street improvements with contractors is complete. Another tank of oil was completed. We have patched in the park along 29th Street for the Independence Day festivities. We continue grading alleys as necessary. Our contractor has completed the replacement of the large pipe on 18th Street. We will now start the final portions of curb and inlet replacing along that area. We are repairing a storm box on Cherry Street at 32nd Street. This was a concrete block box that wasn’t supported properly during its original construction. We have also started working on the storm box on Oak Street near 31st Street, due to erosion issues. We graded Airport Road and ordered another layer of rock. This was completed last week.
Sidewalk Connectivity Program – Attempt of finishing the areas along the new sidewalk on north Main has been a very slow process. The rains the last few months made it hard to get in and complete the work. Now we are busy with other items.
Street Improvement Program – The milling and asphalt process should begin around the week of August 3rd. When it gets a little closer, I will update this information. The concrete portion of the street improvements is underway. There are three of the six areas already complete. We only had to re-grade one end of the tie-ins for blending with the existing street Between 06/11/2026 and 06/29/2026, the Higginsville Police Department handled 541 incidents for the City of Higginsville. The Police Department is currently fullystaffed. On 06/23/2026, Captain Logan attended the Lexington City Council meeting to provide information in reference to a proposal that multiple Lafayette County agencies combine resources for a new records management platform.
The swimming pool has opened for the season and has been seeing decent crowds and plenty of activity. We are short this year on lifeguards but are making due as best possible. The pool has had a couple small issues here and there with plumbing and we are keeping an eye on them until the end of the season. Swim lesson sign ups went well and those are underway. Splash pad has been seeing a lot of visitors as well The pool is audited twice each pool season by a professional inspection (auditing) crew to satisfy MIRMA requirements. We typically have one audit in June and one in July, (and these are unannounced). We are pleased to report that we received another 4 Star audit in June.
Little League is almost done with the regular season and all stars will begin practicing soon. Tball and coach pitch has wrapped up all having good participation numbers. Beach volleyball has 6 cood teams and will play Sunday nights through most of the summer. There are three holidays that are a scheduling issue with Sunday nights but this is the night that most teams have open. The water department put in an additional water hydrant on the south end of the courts last week, and that will make watering down the hot sand so much easier for play.
Youth soccer camp is coming up along with sign ups soon for fall activities including youth volleyball. The soccer club will once again run fall soccer.
From 6/10/26-6/30/26, Higginsville Central Dispatch answered 3130 phone calls. 911 phone lines – 750 calls. Administrative phone lines 2380 calls. During that same time period, the Dispatch Center opened 2793 calls for service. The busiest day in the Dispatch Center was Saturday, June 13th, with 170 incidents opened in that 24-hour period. Police Incidents – 1943.Ambulance/ Fire Incidents – 488. Central Dispatch — 362. Triniti Portell has completed on-the-job training. She will attend MULES certification next week and be ready to start covering shifts. Aimee Nicolson has been hired as a part-time Dispatcher. She works full-time as a Dispatch Supervisor at Johnson County E911.
Transition from our current 911 phone system to ESInet NG911 is scheduled for Tuesday, August 11th, at 9am. We will be working in the new building on this date.
